A1. A Constitutional amendment requires approval only by the Legislative branch of government at both federal and state level.
The Executive (president and governors) and Judicial (supreme and lower federal courts) branches of government are not involved. By contrast, a Congressional bill does not officially become an act until it proceeds successfully through all three branches of government to become law. When passed by the Congress, a bill can be stopped by a President’s veto or Supreme Court ruling.
