A6: No. Lincoln’s Emancipation Proclamation did not end slavery. Amendment 13 was needed to complete the process of ending slavery in all of America forever. Likewise, a Constitutional Life Amendment would complete the work begun by President Reagan’s Proclamation of Personhood. (See booklet “Ending Abortion In America”.)
