A17. The Life Amendment will abolish abortion in every state as a matter of national policy. “Abolitionism” offers no such assurance. To achieve a level of national policy, “abolitionism” would necessitate uniform legislative compliance by all 50 states. This is more difficult to achieve than a 2/3 Congressional approval and 3/4 state ratification of a Constitutional amendment. Furthermore, state laws and constitutions can be changed by subsequent state legislatures.
